There is no direct train between Germany and Montenegro, but services depart from Berlin to Vienna, where you can transfer to go to Beograd and then Podgorica. An alternative route would be taking a bus from Berlin via Dresden and Rožaje to Podgorica, which takes 28.5 hours, including transfers. You could also drive down to Podgorica from Berlin, which takes about 18 hours.
